[Bug 996634] [NEW] The postorius base.html should support the same block structure as django/admin

Public bug reported:
In order to maximize the reusability of the included templates, the postorius templates should extend the same base.html block structure as that used by the django.contrib.admin set.
That way, a user can customize one base template to provide a uniform look and feel on his website.
