Edited templates can apply sitewide, per domain or per list as described at <http://www.python.org/cgi-bin/faqw-mm.py?req=show&file=faq04.048.htp>. Go to the web admin interface "Edit the public HTML pages and text files" link and edit the "Welcome email text file". This ability to edit this template via the GUI was added in 2.1.6.
