This capability already exists. Just set bounce_you_are_disabled_warnings and/or bounce_you_are_disabled_warnings_interval to large numbers. For example, if you want Mailman to send weekly notices to the bounce- disabled member, leave bounce_you_are_disabled_warnings_interval at its default of 7 and set bounce_you_are_disabled_warnings to 1,000,000 and the member will remain on the list with delivery disabled for 7,000,000 days or over 19,000 years assuming nothing else changes in the mean time.
