[Mailman-Developers] Limiting numbers of members per list.

Hi list,

I'm new here and i've tried to start sending a patch[0] to control the number of members per list.Can anyone check that? I keep it small as possible to see if the "engine" is right.I need your feedback, because i'm interested in contribute with more related features as described/requested on RFE #403310.
