That's an interesting take on it. The LMTP server in Mailman could reject messages addressed to disabled lists, and that 5xx error should propagate through the MTA.
Yes, this should be used in combination with a call forward from the MTA at RCTP TO, so that it the MTA can determine the status of the mailing list *before* giving a reply to the sending MTA.
