If your idea is not one of those listed on our ideas page, please send it here to mailman-developers@python.org. We may not be interested in adding it to Mailman, or it may not be a "coding project" according to Google (eg, writing tests for existing code is, of course, writing code, but is specifically excluded from GSoC as a project -- of course you will have to write tests, but what Google supports is writing the code being tested!)

That depends on the specific subproject. Again, you're going to have to tell us what you're thinking about to get the most useful advice.
In general, a full clone of the whole suite is less than 550MB, which is not much compared to the capacity of modern systems. Also, many interesting projects (ie, conforming to Google's requirements to be a *coding* project) related to HyperKitty and Postorius will require changes to mailman-client and/or mailman core, while changes to core often require changes to Postorius so that user and admins can access them.
