Are lists the only agents that forward-with-changes? (Obviously MTAs forward, and they do in fact make changes to the headers, but those changes are restricted to those mandated by RFCs. And they don't touch bodies, ever, AFAIK, with the exception of From-stuffing.)
Actually, MTAs might adjust the body, in specific ways if needed to change 8 bit encoded messages into a 7 bit safe encoding if needed for transport.
