Personally, I wouldn't want to specify a list of people to bypass the throttling, as that would be seen as taking sides, but I could imagine some list admins seeing it as useful.
On the other hand, I could see a use for putting selected people on throttling, with everyone else by default off (as an alternative to putting someone on moderation).
The one address that I wouldn't want throttled would be my "official" address as list-admin, but it wouldn't have enough posts on it to trigger the limits anyway.
