It would be a great question to ask cPanel members :)

I am open to helps/docs or improved migration story if they are interested to work on it and contribute it back. I might try do it myself if I knew anything about cPanel installations (or had time :).

While the migration story is not stellar (yet!), I have no clue about how cPanel runs Mailman 2.1 so I can't really help you with your question.
