I've seen a couple mail BCPs and internal spam-handling plans at large ISPs and corporates which explicitly include the line item:
Discard all mail with more than one address in the envelope.
Scary, stupid, true: They want the pain to stop. I find it hard to blame them.
I also don't think it allows for the kind of personalization that's needed for your general audiences (help URLs, unsub URls, etc).
Aye, such VERPish attributes is becoming a necessity.
