Yes. Digest messages should never be replied to. Tell the user to burst his digests and reply to the individual messages.

Sorry, let me rephrase: this is what he wants to do!
He wants to reply to individual messages, but they lack the Reply-To.
Many good MUAs (at least mutt and pine - he uses the latter) allows you to view the attached messages as they were arrived normally, non digested (this is the beauty of MIME digests), but replying doesn't work correctly if reply-to is not present in each single message.
