Then, just running 'python setup.py install' from the source or 'pip install <package name>' when the the virtualenv is activated should install the package inside the virtualenv. Notice that you *don't*[1] have to use sudo, using sudo will install it globally.

1. Here I am assuming that you( the user) own the directory where the virtualenv is.

What do you mean by a custom directory? By default, setuptools is
configured to install packages in a particular directory on each linux
distribution (probably on OSX and Windows too, not sure about that.

However, if you want to setup mailman (or any python package) for
development, you can try 'python setup.py develop' instead of install.
