Adding gitlab group members and permissions
I added a new group member (mdupuis) with Reporter permission, and upgraded existing members (adammendoza, aniketshukla, khushbuparakh) to "Reporter". Dunno what policy is but Reporter looks pretty harmless, and Guest is pretty crippled (can't even set tags).

I think that's fine and I think adding other interested people as "Reporter" is also fine, but I just looked at the list, and it seems that Simon (@thelinuxguy) went missing so I added him back. I hope this is OK.
