Tokio Kikuchi posted patch #646884 to fix some mojibake problems with the archiver (ooh, I just love throwing that term around :).

I worked out a cleaner patch w.r.t. today's cvs and uploaded it

I'm not sure I'm testing it thoroughly, so I'd appreciate another set of eyes. Should I apply this patch?
