Initial Comment: Mailman 2.0.8 gives an option to forward mail held for approval. Entering comma separated addresses as the forwarding address doesn't cause any warnings, but the message is only delivered to the first address.

While this won't be fixed for MM2.0, I just made sure this works for MM2.1.
