There are various reasons why this could be, but if nothing else changes, it is unlikely that upgrading will fix the problem. You might try 'sudo /var/lib/mailman/bin/check-perms -f' and see if that helps. Also check Mailman's error log (/var/lib/mailman/logs/error). Is there an elegant way to install / upgrade to 2.1.19 in Debian 7, without bypassing dpkg/apt, the Debian software package management?
Do you mean has anyone built a .deb for Mailman 2.1.19? I'm not aware of one and I'm not a packaging guy.
