I would like to let you know that I want to translate the MailMan into my language, it is Khmer Language. So the question is, how can I start to translate.

It looks like the Khmer language is assigned as 'km' in iso-639. http://www.loc.gov/standards/iso639-2/langcodes.html#kl
So, you should start by creating following two directories in your source directory: templates/km messages/km
