As stated in the thread title, Mailman is not installed in Cpanel as our hosting provider does not allow it to be used. Speaking to the previous webmaster it seems that Mailman was used with a previous hosting provider, so I'm wondering if some configuration may have been copied across with the website to the new host server which could cause this error.
This is a cPanel issue that you will have to resolve with your cPanel host. This particular cPanel instance has a mailman list named committee@mbeam.org.uk or at least has a config.pck file for this list somewhere in the /usr/local/cpanel/3rdparty/mailman/lists/ directory.
If you have access to mailman via cPanel (or, unlikely, to /usr/local/cpanel/3rdparty/mailman/), you might be able to remove it. Otherwise, your cPanel host needs to remove it.
