[Mailman-Users] formatting issue?

I'm trying to subscribe to a list by sending to <listname>-request@domain.tld with a blank subject line and then two subscribe commands in the body, like this

subscribe=address@domain.tld subscribe=phonenumber@phoneprovider.com

the second command phonenumber is formatted as nnn-nnn-nnnn

Mailman rejects the second line saying "unprocessed" I don't know why. Do I need to use a different format?
