I think you need to look into the "content filtering" section of the web interface. There are two options: filter_mime_types and pass_mime_types. They'll allow you to explicitly control what mime types to allow through in Mailman 2.1.x.

Also, I suspect that you haven't looked into the FAQ system on this one:
