There is. General options, "emergency moderation of all list traffic". BTW, you can also set all members to "moderated" with one click - as you like.
Also how do you turn off the "Create new List" via webpage ?
Why should one want to do it?
You can't as far as I can see. Mailman is suffering from feature bloat, and is no longer suitable to many deployments.
