You need to change in Privacy options -> Sender Filters -> Action to take for postings from non-members for which no explicit action is defined = Discard. If you use 'Reject', you'll be sending back messages to spammers using non-deliverable addresses and that would lead to what you are seeing. I am just guessing that your list is set to 'Reject' instead of 'Discard'.
These settings apply only to list posts, not to mail to the list-bounces address.
