After you do mailmanctl stop, what's still running. Presumably, still mailmanctl, but which if any qrunners? Also, what's in Mailman's qrunner log? Also, did you manually kill *all* Mailman processes before starting again? See <http://www.python.org/cgi-bin/faqw-mm.py?req=show&file=faq04.068.htp>.
