Yes. All of Mailman's file access is based on group permissions. The actual owner and owner permissions are irrelevant in most cases. Everything should be in Mailman's group (mailman in this case) and the desired access permitted for that group.

Yes, and since this succeeded in adding the previously shunted messages to the archive, you can be assured that future messages will not be shunted, at least not for this reason.
