If it's not practical to fire (or perhaps even identify) that moderator, I would suggest editing the moderation template to not include the "Discard all messages marked Defer" options.
Wouldn't removing that option make it even more likely for a moderator to approve more than they should? I.e. it's harder to clear them all out, so they have to be done one by one.
