Wouldn't removing that option make it even more likely for a moderator to approve more than they should? I.e. it's harder to clear them all out, so they have to be done one by one.
Ah, you're right, that was a brain bubble. I don't think it could have a useful effect, and you're probably correct that there's a good chance it would have a perverse effect.
