This is a well known issue involving the addidion of msg_header and/or msg_footer to HTML and MIME multipart messages. See the FAQ at <http://wiki.list.org/x/84A9>.
To accomplish what I think you want, you have to ensure that both msg_header and msg_footer on the admin Non-digest options page are empty.
