[Mailman-Users] sender filter-hold and reject nonmember problem

Hi ,

I have hold_these_nonmembers set for some domains for example from .edu addresses and also i have addresses in discard_these_nonmembers list.

my problem is when an address in discard list with .edu post an email it is hold for moderation so my hold filter overrides the discard filter.

is it normal or is there a way to change its order
