Using a file for restricted posters

I have some people with many lists, who want to use the same restricted posters for each list. While I can just manually add / remove people as required, this is something of a hassle, and could lead to inconsistencies between the list. So, would it be possible for the restricted posters to be stored in a file ?

I've just set up a moderated list, and am finding it cumbersome to have to keep going back to the top of each pending mail to approve it once I've read it.
So I'd like to move the approve/reject/discard button to the end of each mail.
How would I do that ? apologies if this is a FAQ or a RTFM answer but I have looked and not found...

It might also be nice to have on the admindb page some sort of index of messages to be approved, maybe with a reason and sender listed And a checkbox to approve them without reading them. It can be difficult over a slow modem to have 100 messages to approve and have to see all of the content for each.

for a future release. (The request which added the idea to the "big todo
list" was to allow list admins who own several lists to do all their
approving from one page instead of having to remember several different
URLs.) I can't say for sure sure if this'll be in 1.2, tho. Maybe 1.3.
