Well, now that you put it THAT way, I have done more experimenting. When I put in either of the following two header_filter_rules (from Spammers):
Received: from [83.93.206.242] helo=karin
I do receive the admin notices, as one would expect. It's only when I put in the following header-filter-rule
X-EMWD-MailScanner: Not scanned
That the admin notice fails to be sent. Crazy but true. Do you have any ideas?
What is the action for that rule?
What happens to the post from you?
Is it possible that post also has the X-EMWD... header?
PS -- We're using 2.1.9.cp1
See <http://www.python.org/cgi-bin/faqw-mm.py?req=show&file=faq06.011.htp>.

Oops. Sorry, Mark, I did not see your reply at the bottom. Here are the answers to your questions:
- The action for that rule is Discard.
- The post from me is held by the list until I Accept it, then it is sent on.
- As the poster, I immediately receive the "Your message to LIST awaits moderator approval" notice.
- The post from me has the following header line:
X-EMWD-MailScanner: Found to be clean, Not scanned:
It does not have the line:
X-EMWD-MailScanner: Not scanned:
(Which is the one I want blocked).
Let me know if you have any ideas.
May you be filled with goodness, peace, and joy.

I can't find a reason for this behavior in the Mailman 2.1.9 base. There may be some cPanel mod affecting this, but I don't know anything about that.
Do you have access to the actual Mailman code on your server? If so, can you send off-list to me the Mailman/Handlers/SpamDetect.py file. If you can do that, I can try to verify whether or not there is a cPanel mod that would cause this.
Again, see <http://www.python.org/cgi-bin/faqw-mm.py?req=show&file=faq06.011.htp>.
