I need to send a message once per week to a club of 600.
I can't find a batch processing timer, is there one?

The short answer is "no".
The long answer would be to go to the FAQ Wiki at <http://wiki.list.org/display/DOC/Frequently+Asked+Questions> and search for "rate limit".
