
One of the listservs I manage sends text-only messages though I have that option unchecked under content filtering. This happens to this list and not any others, though the option is the same for all lists I manage.

I suspect the issue is that your users are sending multipart/alternative messages and your collapse_alternatives setting is Yes. Either that or you don't have text/html in pass_mime_types.
You need at least
multipart text/plain text/html
in pass_mime_types and collapse_alternatives = No.
