Are they really missing or do you not have the link in the httpd.conf file set properly?
I couldn't get the public archives to work until I added the alias from
<prefix1>/htdocs/pipermail/ -> <prefix2>/mailman/archives/public/
You also need to make sure in the alias directory definition has the FollowSymLinks attribute because mailmain uses a lot of symbolic links.
