I am using RH6.2 with sendmail, and have also had major problems with smrsh. First I take it your mean ln -s /home/mailman/mail/wrapper wrapper. Nope. I meant exactly what I said..

Then you need to make sure the permissions are ok. So try setting up a logger script (logger Stillhavingprobs should do it), and put that in your mailman with a link from smrsh. Then try to execute mailman from the command line. I was too impatient. It DOES work.. I just needed to wait for qrunner to get aroundtoit again..
