
I wish to send an attached file with list guidelines via welcome message when the confirmation E-Mail reaches to the new subscriber.
How can we do this?

Does it need to be an attachment? Why not enter the guidelines into the body of the message as plain text?
<soapbox> Of course, 99.999% of people *don't* read the welcome message, never mind keep a copy so they have the unsubscribe instructions. Not that the unsub instructions are generally needed, since they often get tacked onto the end of every list mail anyway. Absolutely! (There's way too much attaching of word processing documents and PDFs where simple plain text will do).
Just put the text of your guidelines in the list's General Options -> welcome_msg box. See the "(Details for welcome_msg)" link for more info.
Note that the welcome message itself is sent as a simple text/plain message so there is no way to include HTML or attachments.
