Are you using DMARC? Do you send more than 5K emails a day? Do you have reverse PTRs? Are you using TLS? Are you using ARC since you are a mailing list?

Yes, Currently gmail.com is still publishing a DMARC policy of none
but they treat mail From: the gmail.com domain with a stricter policy.
This is a problem because dmarc_moderation_action will not normally be
applied to mail From: *@gmail.com, but it needs to be. To work around
this you need to add
^.*@gmail\.com
to Privacy options... ->Sender filters -> dmarc_moderation_addresses.
