Emergency moderation of all list traffic is set to 'Yes'

When Emergency moderation of all list traffic is set to 'Yes', all posted messages should be held for moderation. Should moderation notices be sent to all owners for moderation?
We have one customer to set " Emergency moderation of all list traffic" to 'Yes', all posted messages are really held, but owners do not receive moderation notices. Is this normal?
Our mailman version is 2.18rc3.
