Archive Forbidden 403 Error Message

Good evening.
I have encountered another "forbidden 403" error when trying to access the archives:
Forbidden
You don't have permission to access /pipermail/mailman/ on this server. Apache/2.4.7 (Ubuntu) Server at mailman.niclibraries.org Port 80
I did enable the information outlined in this post.

I still receive the 403 error.
Any other thoughts on how to fix this?

/var/lib/mailman/private MUST be either o+x or owned by the web server user (www-data in Ubuntu).
The only reason for making it o-x is if you are on a shared server with local users who shouldn't be allowed to see Mailman's archives.
