I finally got mailman working to the point I created 'mailman' list successfully. Everything has worked correctly, but despite it showing that mailman has sent a notice to the administrator email account, that email has never made it into my email inbox.
What would cause that email not to correctly send out the message?

You have not told us what your Mail Transport Agent is (sendmail, Postfix, ...). You need to look at the MTA logs to see if the mail from Mailman is reaching the MTA.
