Is there a way to set the moderation bit to on/off when I create a user by command line
centos 7, mailman 2.x
e.g.
create user mailinglist: "mymailinglist" username: "User Namer' emailaddress: "usernameemailladdres@somewhere.com <mailto:usernameemailladdres@somewhere.com>" moderation: true

Use Mailman's bin/add_members to add members (see bin/add_members --help). If you set the list's Privacy options... -> Sender filters -> default_member_moderation to Yes, new members will be moderated by default.
