Add a top_k function to NumPy

Hello all, Following several discussions (linked below) about the proposal, it was decided to add a top_k function to NumPy in issue #15128 <https://github.com/numpy/numpy/issues/15128>. Welcome Kumar Aditya as a new maintainer

Hi all, Please join me in welcoming Kumar (https://github.com/kumaraditya303) to the NumPy maintainers team. Kumar is a CPython core developer where he helps maintain asyncio and has been actively working on areas across the interpreter, including the JIT and issues on the free-threaded build. Over the past six months he has been contributing to NumPy to improve performance on the free-threaded build and enable downstream projects to use Python 3.15's new free-threaded stable ABI. I hope that Kumar's deep expertise in CPython internals and the C API can help us improve the codebase. Among other things, he's currently thinking about a view-tracking system for NumPy, to enable truly safe concurrent sharing of ndarrays and buffer protocol buffers. Numpy 2.5.0 Released

Hi All, Numpy 2.5.0 is a transitional release. It drops support for Python 3.11, marking the end of distutils, and expires a large number of deprecations made in the 2.0.x release. It also improves free threading and brings sorting into compliance with the array-api standard with the addition of descending sorts. There is also a fair amount of preparation for Python 3.15, which will be supported starting with the first rc. Highlights are: - Distutils has been removed, - Many expired deprecations, - Many new deprecations, - Many static typing improvements, - Improved support for free threading, - Support for descending sorts. This release is the work of 132 contributors spread over 555 pull requests and supports Python versions 3.12-3.14. Wheels can be downloaded from PyPI <https://pypi.org/project/numpy/2.5.0>; release notes and the changelog are available on Github <https://github.com/numpy/numpy/releases/tag/v2.5.0>. ENH: Add np.sinpi et al following CPython core, C23 & IEEE754-2019

In a recently merged PR (https://github.com/python/cpython/pull/150555), CPython has added a family of "*pi" functions to the math module, which take half-turn arguments instead of radians. One reason these functions are advantageous is that it's easy to provide the property that `sinpi(n/2)` is exact for all integers n, while `sin(pi*n)` is never exactly equal to the mathematical ideal except for n=0. These functions are recommended by IEEE754-2019 and standardized in C23 Annex G. (note: I'm reading C23 draft revised 2023-01-24, not the final standard document; and I do not have IEEE754-2019). C23 and CPython only added the real-valued versions of these functions, but C23 "future library directions" notes that identifiers like `csinpi` are "potentially reserved identifiers." Since CPython only requires C11, CPython includes implementations of these functions for when the underling platform library does not provide it. These implementations work by performing special case handling & range reduction, followed by a call to the standard trig function with a scaled argument (in the case of forward functions) or scaling of the result (in the case of inverse/arc functions). I am interested in doing the numpy implementation, however I have never done core numpy work before. If there is interest from the project, I would like to initially offer a PR containing a single function such as `sinpi` and then complete the others following numpy core developer feedback.
