These instructions rely on the old way of making numpy. The new way would involve making corresponding changes to setup.py I intend to do this as the default soon as I have had numerous requests for it.
Is it possible with Distutils to use LAPACK if it's installed and the C versions otherwise? That should make everybody happy.
