[Numpy-discussion] error during pip install

      Upgrading numpy with pip on Python 3.8b4 on Win 10 produced:
ERROR: Could not install packages due to an EnvironmentError: [WinError 123] The filename, directory name, or volume label syntax is incorrect: '"C:'

However, the install appears to have been successful.
