scipy would need to use the same libraries, AFAIU (given Fortran and
maybe C compatibilities)

Indeed. If numpy goes MSVC + MKL, then scipy should go the same way. Some other options to go to MinGW 4.x are being discussed on https://github.com/scipy/scipy/issues/2829.

That's not exactly the right list - the same installers built on 10.6 also work on 10.7 and 10.8.

I can do the OS X builds if needed. Let's focus on the Windows builds first, those are much more of a problem.
