Ok, Sorry, I read now the small print and the issue.
Sounds reasonable, given we can `force` our way out.
(If the reason to run to pip is a misspelled dev version number, then it looks like a hammer to me.)

There's also no replacement for setup.py sdist, or setup.py upload (which is broken and should never be used), or setup.py clean (which is also broken and should never be used in numpy's case). pip is a better package installer than raw distutils or setuptools, for non-installation-related tasks it has nothing to offer. (With the partial exception of 'pip wheel'.)
