numpy and scipy wheels for python2.6-3.4 have been uploaded on binstar last
month and are installable with pip:

Carl Kleffner has built binary wheels for NumPy and SciPy with OpenBLAS configured for run-time hardware detection. I don't remember at the top of my head where you can download them for testing. IIRC there remaining test failures were not related to OpenBLAS.
