The only down-side I see is that a[i] != a[i,:] for matrices. However, matrix(a[i]) == a[i,:], and so I'm not sure there is really a problem, there.
I think we have simply replaced one problem by another one. I think this is a bad route to go. The problem is that I know exactly what the problem we are replacing, but I have no idea only vagueries about the problem we are getting. So, in the short term, it seems like the right thing to do, because we aren't preventing a change to RowVector/ColumnVector in the future.
