Mailman 3 Accept NEP 35 as final - NumPy-Discussion

      Hi All,

It is proposed to accept NEP 35

as final. It is discussed in issue #17075
<https://github.com/numpy/numpy/issues/17075>. If there is no opposition I
will put up a pull request in a week.
