It is proposed to accept NEP 35 https://github.com/numpy/numpy/blob/main/doc/neps/nep-0035-array-creation-dispatch-with-array-function.rst as final. It is discussed in issue #17075 https://github.com/numpy/numpy/issues/17075. If there is no opposition I will put up a pull request in a week.
