[pypa-committers]Your vote required - accept pipx within PyPA

      The pipx project (https://pipxproject.github.io/pipx) would like to join
the PyPA banner, so I'd like to initiate the vote for this. Currently, the
project has four maintainers: Chad Smith, Matthew Clapp, Tzu-ping Chung,
and myself.
